Unbound. Presumed first edition. Corner-stapled small quarto leaves. iii, 32pp., mechanically reproduced and paginated rectos only. With three fold-out charts. Ex-library with some penciling and an October, 1965 date stamp on the front cover. Front cover and charts tanned, cover with a bit of soil and a creased corner, very good. The chapter headings are: "The Problem and its Setting," "Cause and Cure," "Consequences," "A Plan of Action," and a conclusion. The main issue addressed here seems to be that Philadelphia's port facilities were quickly growing out-of-date compared to newer East Coast facilities.
