The complete introductory text: "Address given at a teach-in sponsored by the Student Government Association on 'Moratorium Day,' October 15, 1969, at Mitchell Hall, University of Delaware, University of Delaware, Newark, Delaware, by WILLIAM W. BOYER, Charles P. Messick Professor of Public Administration and Chairman, Department of Political Science, University of Delaware." Boyer came to the University of Delaware in 1969 and stayed for the remainder of his career. In an obituary published by the university (he died in 2020), Boyer is described as "an internationally recognized professor, author, lecturer and scholar specializing in the areas of developing countries and public policy."
