Each volume contains numerous separately issued and paginated reports and documents relating to the United States declaration of war against Germany and the mobilization of American military forces. Included in this set is Woodrow Wilson's historic War Message to Congress (April 2, 1917), and the House and Senate recommendations and amendments issued in support of the declaration of war, along with William Shackleford's dissent. Also included are various reports relating to Army and Navy appropriations and mobilization, and miscellaneous other reports and documents. A nice mixed set of volumes rarely found together, scarce in the trade.
