Notifies him that the Disability Bill has become a law, and encouraging Civil War veterans to file claims for benefits. Folded into thirds, with red and black ink marks in margins. Together with a small flyer or broadside, 7" x 10" with printed and handwritten instructions for filing a pension claim.
